President – Peter Flannery

Pete Flannery rev 3Captain Peter Flannery, USN (RET) is a graduate of the United States Naval Academy. He served on five submarines, making strategic deterrent patrols from Holy Loch, Scotland on USS James Madison (SSBN 627) and USS Alexander Hamilton (SSBN 617) and deploying on fast attack submarines (USS Sand Lance (SSN 660), USS Queenfish (SSN 651), and USS Lapon (SSN 661)) to the North Atlantic, Mediterranean, Western Pacific, Eastern Pacific, and North Pole. He served as the Prospective Commanding Officer Instructor and as the Deputy Chief of Staff for Material and Maintenance on the staff of Commander Submarine Force Atlantic and as the Commodore of Submarine Squadrons Six and Eight in Norfolk, Virginia.

Vice President – Roy Harkins

Roy Harkins 2Roy graduated with distinction from the Naval Academy in 1979 with a BS in Marine Engineering. He graduated with highest distinction from the Naval War College in 1994 earning an MA in National Security and Strategic Studies.

Roy served as a Division Officer on USS Guardfish SSN 612, homeported in San Diego, and deployed twice to the Western Pacific. The ship conducted 3 classified missions of great importance to the government during these deployments. Guardfish made port calls in Hawaii, Philippines, Japan, Korea, Hong Kong and Guam. He served a split Department Head tour as Engineer USS Haddock SSN 621, and Navigator/Operations Officer USS Salt Lake City SSN 716, also homeported on San Diego, and made 2 more deployments to WestPac. Both crews earned awards for outstanding performance during classified missions.

He served as Executive Officer USS Tennessee SSBN 734 (GOLD), homeported in Kings Bay GA. He made 3 strategic deterrent patrols and his crew won the Omaha Trophy for excellence in Strategic Deterrence.

He served as Commanding Officer USS Kentucky SSBN 737 (BLUE), homeported in Kings Bay. He made 4 strategic deterrent patrols. Every officer in his wardroom stayed in the Navy and 4 of them went on to Command of submarines at sea.

His shore assignments include: Tactics Instructor, Fleet Combat Training Center Pacific; Post Department Head Detailer, Navy Personnel Command; Naval Forces Analyst, Office of the Secretary of Defense; Branch Head for Submarine and Nuclear Enlisted Assignments, Navy Personnel Command.

His last job on active duty was as Commanding Officer, Trident Training Facility, Kings Bay GA. His command won an Excellence in Training Award from Commander Naval Education and Training Command. He retired from active duty in 2004.

His post-Navy career includes 12 years as a consultant, project manager, program manager, and Business Development executive in the defense industry.

Roy lives with his wife, Karen, in Virginia Beach. They have 4 adult sons and are anxious to enter the grandparent demographic.

Secretary/Treasurer – David Zacharias

Dave Zacharias PhotoCaptain David A. Zacharias, USN (RET) is a 1974 graduate of the United States Naval Academy. He served on four submarines and one carrier for a total of over twenty years of sea duty. He served as Commanding officer of USS Indianapolis (SSN 697) based in Pearl Harbor, and as Battle Group Operations Officer COMCRUDESGRUONE based in San Diego; he also served as the first Chief of Staff and Executive Assistant for Commander Navy Personnel Command in Millington TN, and subsequently a plank owner in USJFCOM as the first Chief of Staff J7 in Norfolk, VA. He currently is employed as a Financial Advisor with First Financial Group representing Guardian Life Insurance and Park Avenue Securities.

Duffie Regional Quality Manager - Picture - Dec 2015Captain Dave Duffie’, USN (RET), is a graduate of the United States Naval Academy. He served on four submarines, making strategic deterrent patrols from Holy Loch, Scotland on USS Henry Clay (SSBN 625), and deploying on fast attack submarines [USS Narwhal (SSN 671), USS Louisville (SSN 724), and USS Helena (SSN 725)] to the North Atlantic, Mediterranean, Western Pacific, Eastern Pacific, and Canada. He also was the last commanding officer on USS Simon Lake (AS 33) in Lamaddalena, Italy. He served as the Prospective Commanding Officer Instructor, Deputy J5 on Pacific Command staff, and as Chief of Staff for Commander Submarine Group Eight in Naples, Italy.  He was a fellow at the Council on Foreign Relations and the first Course Director for the Flag Officer course for Joint Force Maritime Component Commanders at Newport, RI.  Captain Duffie’ is now the Director of Quality for the Advanced Technologies Division for Oceaneering International Inc.
